Job Description

Duties Description Under the direction of the Program Research Specialist 2 (Criminal Justice), the incumbent will be responsible for research, reporting, and monitoring new and future legislation pertaining to the agency's program goals, including HALT and MAT related programs. Additionally, the incumbent will evaluate agency program areas for efficiency and will identify program needs, problem areas and accomplishments. Specific duties include but are not limited to:
• Administers reporting and monitoring systems for new and future legislation that expands or changes the agency's program goals including HALT and MAT related programs.
• Collects and processes data utilizing survey and/or non-survey instruments, published and unpublished agency statistics and records, on-site investigations, discussions with operating officials, and similar materials and sources.
• Selects the appropriate methods to follow in analyzing and evaluating data, considering the character and sources of data and the statistical tools to be used.
• Performs data manipulation tasks with quantitative data, such as data construction, merging data files, and data cleaning.
• Evaluates various program areas including policy, procedure, legislation, objective, and cost effectiveness.
• Identifies new program needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation.
• Evaluates data sources to determine any limitations in terms of reliability or usability.
• Identifies actual or potential problem areas, trends, program accomplishments, and additional key factors in the program being studied.
• Assesses the statistical methods and procedures used to obtain data to ensure validity, applicability, efficiency, and accuracy.
• Performs descriptive and multivariate statistical analyses of data, identifies relationships and trends in data as well as any factors that could affect the results of the research.
• Prepares tables, graphs, fact sheets, and written reports summarizing research results.
• Prepare forecasts of factors directly related to and affecting agency program operations for use in program planning activities.
• Assesses the content of data systems to ensure that they support the analytical needs of the agency including the agency dashboard.
• Coordinates agency data and distribution of data through the agency's dashboard and works with information technology staff to define and refine infrastructure requirements and maintain the agency's infrastructure to carry out research functions.
• Provides consulting service, monitors and evaluates program effectiveness, and initiates or recommends new program studies.
• Prepares written technical reports containing the analysis and interpretation of study findings along with recommended courses of action based on study findings and presents reports to agency officials.
• Maintains agency's public facing website to ensure all reports and data remain current and accurate.
• Prepares comprehensive finished reports covering all phases of a study, the interpretation of results and recommended courses of action to include monthly reports and the agency's annual report which is disseminated publicly.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Program Research Specialist Trainee 1 (Criminal Justice), NS: A bachelor's degree in criminal justice, criminology, economics, political science, psychology, public policy, public administration, sociology, or statistics including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling. Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience and subject to agency approval.

Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

COMPETITIVE MINIMUM QUALIFICATIONS:

Program Research Specialist 1 (Criminal Justice), SG-18: Permanent competitive service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

Program Specialist Trainee 1 (Criminal Justice), NS: Permanent competitive service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.


Additional Comments Up to 20% travel may be required.

Some positions may require travel to locations that are not serviced by public transportation.
