You will serve as a Supervisory Research Physical Scientist (Scientific Director) in the Navy Experimental Diving Unit (NEDU) of the Naval Sea Systems Command (NAVSEA), NAVSEA Supervisor of Diving and Salvage (NAVSEA 00C).
You will maintain a scientific QA program to promote utilization of scientific methods at the highest degree of technical credibility in the execution of Navy's Experimental Diving Unit (NEDU)'s research, development, test and evaluation mission.
You will serve as a subject matter expert in the selection of technical personnel; exchanges technical information with higher, lower and parallel organizations.
You will oversee the Science Review Committee (SRC) Board process (to include chairing SRC meetings, as required) which examines all NEDU human research protocols as a function of the BUMED-mandated Human Research Personnel Protection Program (HRPP).
You will assign scientific reviewers an ad hoc panel to conduct review of scientific research protocols and chair the SRC for overseeing the SRC process to include discussing the merits and short-falls of all human-research protocols when required.
You will review revision instructions to protocol investigator(s) and consensus SRC opinion regarding the adequacy of protocol rewrites and review signed minutes for the Institutional Review Board (IRB).
You will be responsible for ensuring that appropriate physiological and technical parameters are used in the unmanned Test and Evaluation of diving and hyperbaric equipment.
You will serve as the senior civilian supervisor for the Biomedical Research Department.
You will, along with the Department Head serve as the primary contact point for all Biomedical Research Department matters within the NEDU mission and the strategic planning and alignment of departmental programs with NEDU and NAVSEA initiatives.
You will be directly responsible for the management and supervision (at varying levels) of those civilian personnel resources allocated to the department.
You will serve as the reviewing official for employee performance, approves leave, hears and resolves employee complaints, resolves disputes, maintains employee documentation and handles disciplinary actions.
You will recommend policy and guide the broad planning of the total technical program.

In addition to the Basic Educational Requirements for this position, your resume must provide sufficient professional scientific experience equivalent to the next lower grade level of NH-03 (GS-13 equivalent) that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, such as applying extensive knowledge of theories, concepts, principles, and practices of scientific investigation to manage the research, development, test and evaluation of a diving physiology and engineering program. Applicants must possess the following: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience -- education equivalent to one of the majors mentioned above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Desired skills and abilities include: A Ph.D. in a scientific curriculum. Extensive publication record of peer-reviewed research reports: at least 20 as first-author or at least 60 as co-author. Evidence of mentoring at least five postdoctoral researchers, which may include joint authorship, with student as primary author, of peer reviewed research reports. Extensive editorial, peer-review, and technical editing work. Evidence may include membership of editorial boards and acknowledgments of peer reviews.
